Response of the Human Rights Ombudsman of the Republic of Slovenia to the Attack on a Female Student at a Secondary School in Prekmurje

The Human Rights Ombudsman of the Republic of Slovenia (hereinafter referred to as the 'Ombudsman') is following reports of an incident of violence by a male student against a female student at a secondary school in Prekmurje with great concern. This attack is a shocking reminder that violence in schools is a real and dangerous threat, requiring decisive, responsible and timely action from the relevant authorities.

The Ombudsman consistently emphasises that violence, particularly in schools, is absolutely unacceptable, as schools must remain safe environments in which children can learn and develop. The right to personal safety and physical integrity is particularly important in such circumstances.

The incident in Prekmurje demonstrates that preventive measures are essential. As early as 2022, the Ombudsman recommended that the Ministry of Education adopt legislative solutions to appropriately regulate the oversight of items brought onto school premises and, in particular, the inspection of school bags for dangerous objects, weapons, drugs and alcohol. The Ministry took this recommendation into account when drafting amendments to the Elementary School Act, which will come into force in the 2025/26 school year. If carried out in a proportionate, professional and transparent manner, based on clear rules, the Ombudsman considers that inspecting bags does not constitute an interference with students’ dignity, but rather a reasonable measure to prevent violence and protect potential victims.

The Ombudsman emphasises that protecting the victim, ensuring their safety and providing them with appropriate professional support must be at the forefront of addressing such incidents. At the same time, it is essential to approach the perpetrator responsibly with the aim of preventing a recurrence of violent behaviour while taking into account their age and developmental circumstances.

The Ombudsman expects schools, social work centres and other relevant authorities to work together in a coordinated and professional manner, taking all necessary measures to clarify the circumstances of the incident and prevent similar cases in future.
