According to Article 23a of the Constitutional Court Act, the Ombudsman may initiate proceedings for the review of the constitutionality or legality of a regulation or a general act issued for the exercise of public authority if he or she considers that the regulation or general act issued for the exercise of public authority infringes human rights or fundamental freedoms in an impermissible manner. Pursuant to Articles 50 and 52, the Ombudsman may, under the conditions laid down in this Act, also lodge a constitutional complaint in relation to an individual case, with the consent of the person whose human rights or fundamental freedoms he or she is protecting in the individual case.
