NPM on its first visit to the Koper Senior Citizens' Center: good living conditions, but improvements needed

On 3 February 2026, NPM members Jure Markič and Sonja Božič Testen, Ombudsman'˝s advisor Lana Krznarič, PIC – Legal Center for the Protection of Human Rights and the Environment representative, and expert Prof. Dr. Vesna Švab made an unannounced regular visit to the Koper Senior Citizens' Centre, which is part of DEOS, Comprehensive Care for the Elderly Ltd. This was the NPM's first visit to this care home for the elderly. As it is a new social welfare institution, with the first residents admitted to the secure wards a year ago, particular attention was paid to resident care in addition to living conditions.

The Koper Senior Citizens' Centre has two secure wards called Lavanda and Oleander. Both wards have been verified by the Ministry of Solidarity-Based Future in accordance with the Rules on Staffing, Technical and Spatial Requirements for the Provision of Mental Health Services by Care Providers and Social Work Centres, and the Procedure for their Verification. Each ward is designed to accommodate 12 residents. According to the NPM's findings, the living conditions are good. However, the NPM found that the call system, which residents can use to call staff in an emergency, could be improved and that a suitable suggestion box should be installed in the Lavanda department to enable residents to submit anonymous complaints, compliments or suggestions. Like many other social welfare institutions, the Koper Senior Citizens' Centre also faces a shortage of staff, particularly registered nurses. The NPM will prepare a report on the visit with recommendations for improvement, which will first be sent to the visited institution and, after receiving its response, also to the Ministry of Solidarity-Based Future and the Social Inspectorate for information.
