NPM conducts unannounced visit to the Centre for the Elderly Gornji Grad

On 3 March 2026, the National Preventive Mechanism (NPM) conducted an unannounced inspection of the Gornji Grad Centre for the Elderly, operated by DEOS Comprehensive Care for the Elderly d.o.o. During the visit, the NPM assessed the implementation of five recommendations issued during its previous inspection on 9 October 2025. The NPM also observed the care provided to residents and the general living conditions, paying particular attention to how residents’ right to receive visits was being implemented.

In 2021, the centre built a ground-floor extension containing four secure units named Žito, Ajda, Mak and Klasje. Each unit has space for 12 residents, all of whom were present at the time of the visit. The extension is connected to the rest of the centre by a corridor and has direct access to outdoor areas. Two of the units share an inner courtyard containing trees, raised beds, a sunshade and walking paths. All four units were verified by a decision issued by the Ministry for a Solidary Future in June 2024.

The NPM will prepare a report on the implementation of its recommendations and will first send it to the visited institution. Upon receiving its response, the NPM will also send the report to the Ministry for a Solidary Future and the Social Inspectorate for information.
