Annual reports of the Ombudsman and DPM also presented at the session of the National Council

On December 10, 2025, Deputy Ombudsman Miha Horvat presented the Ombudsman's Annual Report for 2024 and the Report of the National Preventive Mechanism (DPM) for the same year at the plenary session of the National Council of the Republic of Slovenia. He summarized the work of the institution in 2024, when the Ombudsman dealt with almost 6,300 cases, identified 174 human rights violations and other irregularities, and issued 95 new recommendations, while many older ones remain unfulfilled. Deputy Horvat also said that in the same year, the DPM made 72 visits to places where people are deprived of their liberty in order to prevent their torture or other inhuman acts, and issued 294 recommendations, of which 100 have already been implemented, and 140 are still being implemented.

He highlighted several cases with systemic effects, including the Ombudsman's success before the Constitutional Court, which, at the Ombudsman's initiative, repealed Article 18.a of the Financial Administration Act due to insufficiently clear regulations on the use of tracking devices. During the doctors' strike, the Ombudsman's appeals led to the reopening of the clinic for drivers with special needs at URI – SOČA. In the case of X and Others v. Slovenia, the European Court of Human Rights confirmed the Ombudsman's warnings about violations of the right to a fair trial and private and family life, which had been ignored by the domestic courts.

Deputy Ombudsman Horvat also pointed to specific examples of inefficient procedures, including a seven-year decision on the write-off of a state scholarship debt, months-long delays at administrative units, and frequent exceeding of deadlines by the Pension and Disability Insurance Institute. Among the broader problems, he highlighted the shortage of staff in nursing homes, the overcrowding of health services after hospitalization, the shortage of pediatricians, and the extremely difficult access to housing for young people.

In his presentation, he recalled that many recommendations from previous years remain unfulfilled, including the call for ratification of the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights, which has also been highlighted by international institutions.
