In Strasbourg on the monitoring of NPMs in the context of migration

The Deputy Human Rights Ombudsman and Head of the National Preventive Mechanism (NPM), Ivan Šelih, and NPM member Katarina Vučko, attended a workshop on NPM monitoring in the context of migration on 9 and 10 April 2025 in Strasbourg, France.

The workshop, organised by the Council of Europe, focused on current challenges in the detention of migrants and effective monitoring practices. Particular emphasis was placed on migration-related facilities and procedures that could be subject to NPM monitoring.

The workshop participants assessed emerging trends in migrant detention practices and the challenges faced by NPMs in monitoring these environments. They also exchanged views on strategies and good practices for adapting monitoring methodologies, in particular in extraterritorial and external detention centres and in monitoring forced returns.

The workshop was also an opportunity to discuss the implications of the EU Pact on Migration and Asylum on the supervisory role and responsibility of NPMs and the numerous challenges associated with it.
