Members of the National Preventive Mechanism (NPM) Conduct an Unannounced Visit to the Dr. Marijan Borštnar Dornava Training, Work and Care Centre
On 18 March 2026, members of the National Preventive Mechanism (NPM) and an external expert carried out an unannounced thematic visit to the Dr. Marijan Borštnar Dornava Training, Work and Care Centre (ZUDV Dornava). The purpose of the visit was to examine the implementation of special protective measures.
ZUDV Dornava operates a specialised unit for persons with the most severe mental disorders. At the time of the NPM’s visit, four adolescents had been placed in this unit pursuant to the provisions of the Mental Health Act.
Two special protective measures are applied in this unit: physical restraint using belts and restriction of movement within a single room. According to ZUDV Dornava, these measures are used as a measure of last resort when dangerous behaviour cannot be managed by less intrusive means. However, the NPM expresses concern regarding the frequent and prolonged use of special protective measures in respect of certain users.
An assessment of the premises where special protective measures are implemented showed that the current conditions are inadequate. The room designated for the use of restraint belts is too small, which may pose a risk to both users and staff. Additional risks also arise from frequent damage to furniture and equipment.
The NPM will prepare a report on the visit, including recommendations for improving the situation. The report will first be submitted to the visited institution and, upon receipt of its response, also to the Ministry for a Solidarity-Based Future and, for information, to the Social Inspectorate.
