DPM during an unannounced visit to the Prebold Unit: all recommendations implemented, but staffing standards remain a serious challenge
On December 17, 2025, members of the National Preventive Mechanism (DPM) Jure Markič and Danijela Brečko, representative of the non-governmental organization Pravo za VSE, paid an unannounced regular visit to the Franc Salamon Trbovlje Retirement Home, Prebold Unit. The DPM has visited this unit in the past, most recently in 2021 and 2022. The NPM had visited this unit in the past, most recently in 2021 and 2022. During this visit, it paid particular attention to the implementation of the recommendations made during previous visits, to any new developments or changes in the unit, and to the general living conditions and care of residents in the two secure wards of the unit.
The secure wards are verified by the Ministry of Solidarity and Future, in accordance with the Rules on personnel, technical, and spatial conditions for the performance of tasks in the field of mental health for institutional care providers and social work centers and on the procedure for their verification, each for the treatment of 12 residents.
During this visit, the NPM representatives found that the unit had implemented all the recommendations made during previous visits, which is commendable. However, they also learned that, like many other social welfare institutions, the unit is facing a shortage of staff and, above all, an inability to provide staff in secure wards in accordance with the standard set by Article 5b of the Mental Health Act, as amended in 2023. The DPM representatives also learned that the living conditions had remained the same since the DPM's last visit and that it would be difficult for the unit to make any changes to the premises, as it is only a tenant of the building in which it provides institutional care for the elderly.
The DPM will prepare a report on the visit with recommendations for improving the situation, which will first be sent to the institution visited and, after receiving its response, also to the Ministry of Solidarity and the Social Inspectorate for information.
