Dear colleagues,

First, I would like to congratulate Mr. Nikoforos Diamandouros on behalf of the European Region of the I.O.I., who was elected European Ombudsman by the Members of the European Parliament. He will take office on April 1, 2003, after Mr. Jacob Söderman retires. We are now looking forward to being informed of the name of the Greek ombudsman’s successor.

At the Annual Meeting of the Voting Members of the European Region of the I.O.I. held last December in Ljubljana, Slovenia, the following items were agreed upon.

1. European Ombudsmen Newsletter

It was decided that the four directors of the European region would, by the end of March 2003, draw up an outline with their ideas of what the Newsletter should contain.

I am preparing a text which will be sent to my fellow-directors. Based on this text a note will be issued asking if any office would be interested in editing the newsletter. In the meantime I had an informal contact with the present European Ombudsman, Jacob Söderman, and his successor, Nikiforos Diamandouros, who will consider the possibility of editing the newsletter in the future.

2.  Council of Europe

At an informal meeting in Paris last January between the Council of Europe Commissioner for Human Rights and some Ombudspersons from Europe, organized to prepare the 8th Round Table with the European Ombudsmen in Oslo November 3-5, 2003, it was decided that only national ombudsmen will be invited to take part.

This means that the Annual Meeting should be organized elsewhere at another date, unless we decide changing the by-laws. This also means that the joint coordination IOI/EOI and Council of Europe de facto ceased to exist and that we no longer have joint agendas. We must consider the consequences of such situation. I will contact my fellow-directors on this.

I welcome any ideas you may have on how to handle this new situation. Please do not hesitate to contact me as soon as possible.
