On 30 January 2008, the Human Rights Ombudsman Dr Zdenka Čebašek-Travnik met with the representatives of disability organizations, societies and associations in the frame of the Open door meetings for non-governmental organizations. Seven responded. The meetings are intended for getting acquainted with the issues of individual areas and searching for the ways of cooperation.
In the beginning the Ombudsman presented the operation of the institution and, among other things, pointed out that she does not have the authority over societies and according to the Human Rights Ombudsman Act may not control their operation. Such forms of familiarising with the issue are something that the act does not demand from the Ombudsman but that proved as an extremely appreciated source of information for the Ombudsman's work. The Ombudsman does not have the authority to control societies, however we are obligated to help their members, and so the cooperation of societies in the Ombudsman’s investigations is extremely welcome, added the Deputy Ombudsman Dolčič.
The participants of the meeting pointed out that regarding the regulation of certain areas the state puts still too much burden on the shoulders of civil society, which does not have equal resources or authority to perform the tasks.
The participants also pointed to the problematic Social Transfer Act, ignorance of the Ministry of Finance and the Ministry of Health, to the Pension and Disability Insurance Institute as the disabled persons-unfriendly institution, decisions of which are not clear enough, vague information under the pretence of information protection, to the issue of younger disabled persons unprovided for and introduction of new medicines, which are effective but due to high prices unavailable to the patients, and to the “lost” Long-Term Care Act. They also talked about the issues, with which students with disabilities are confronted, and the idea of direct financing of individual disabled persons.
They agreed that the state should create a system without discrimination.
