Ms. Riitta-Leena Paunio, Deputy Parliamentary Ombudsman, was elected Parliamentary Ombudsman on 27 November 2001. Ms. Paunio took office in January 2002. She is the first woman to hold this post since the institution was created over eighty years ago. Ms. Paunio studied law for the post-graduate degree at the University of Helsinki. As a Deputy Ombudsman since 1996, she has specialized in legal problems of social and health services. Ms. Paunio took over from the former Ombudsman, Mr. Lauri Lehtimaja, who returned to his post as a Justice in the Supreme Court.

Dr. Petri Jääskeläinen, 42, was elected new Deputy Ombudsman to succeed Ms. Paunio. Mr. Jääskeläinen, who will take office on 1 April 2002, worked previously as a State Prosecutor in the Office of the Prosecutor General of Finland. Mr. Jääskeläinen did his doctoral thesis on the role of the prosecutor in criminal proceedings. His doctoral thesis "Prosecutor as a Judge" was approved in 1997 at the University of Helsinki. Mr. Ilkka Rautio will continue his term of office as the other Deputy Ombudsman.

In 2001, the Parliamentary Ombudsman received 2 442 new complaints. In addition to these cases, 31 complaints were transferred to the Parliamentary Ombudsman from the Chancellor of Justice, 38 cases were taken up as own initiatives, 58 cases dealt with requests for an advisory opinion and 497 cases were classified as miscellaneous. The total number of the new cases received in 2001 was 3066 which shows an increase of 11 % compared to the year 2000. In 2001 the Ombudsman resolved 2895 matters out of which 2319 were complaints. Regarding resolved cases, the three biggest areas of complaints dealt with were social welfare authorities (524 complaints), police authorities (320) and civil and criminal courts (210).
