Cooperation between Malta and Gibraltar

In 1996 the Ombudsman of Malta provided information to the Government of Gibraltar on the Maltese Ombudsman&#8217;s Office. A year later, the Ministry of Health and Environment of Gibraltar visited Malta and took the opportunity to discuss with the Parliamentary Ombudsman the Maltese experience in establishing the institution and problems met during the initial phases of operation.

Because of affinities and similarities between the two Mediterranean countries, the Government of Gibraltar adopted the Maltese Ombudsman legislation as a model and close links have since been developed by the two countries on the subject. Earlier this year, Ms. M. Risso, an official of the Government of Gibraltar who has been responsible for coordinating the preparatory work for establishing the Ombudsman Office, paid a three-day visit to Malta for a briefing session by the Maltese Ombudsman staff members.

On 19 April 1999, the Chief Minister of the Overseas British Territory of Gibraltar appointed Mr. Henry Pinna as Ombudsman. The close cooperation between Malta and Gibraltar has been maintained and intensified. In May 1999 Mr. Pinna spent a week in Malta to gather first-hand information on how the Malta Office conducts its business and to share experience in launching the institution. This visit will be followed up by visits of Gibraltar officials following recruitment which is in progress.

The Maltese Ombudsman and his staff are pleased to have been of assistance to the Ombudsman of Gibraltar and to his newly established Office. They are proud of their modest contribution to the promotion of the Ombudsman concept internationally.
