Ombudsman about the demands of working groups of journalists

The demands of working groups of journalists raise relevant and topical questions concerning journalists and their freedom, which are important in terms of exercising the constitutional right to freedom of expression and the right to obtain information of a public nature. 

The Human Rights Ombudsman expects the Ministry of Culture to hold talks with the proposers of the demands and give their demands due consideration in proposals for the media legislation which is being prepared. Most of the questions relating to the demands of the journalist working groups require a careful balance between freedom of journalistic work and the right to be informed, on the one hand, and freedom of economic activities, on the other.  Media activity cannot be left entirely to free economic initiative and the market; it requires some regulation and, even more importantly, effective control, which is currently a weak point of the regulation. 

The Ombudsman particularly supports the proposal for establishing a single arbitration body to address cases concerning the compliance of journalistic work with the code of ethics.  The Human Rights Ombudsman has repeatedly made a similar proposal in her annual report to the National Assembly.
