In accordance with Annex 6, Article 14, of the Peace Agreement on Bosnia and Herzegovina, the Austrian Chairmanship of OSCE on 30 April 2000 appointed Mr Frank Orton to succeed Mrs Gret Haller as The Human Rights Ombudsman of Bosnia and Herzegovina as of 1 May 2000.

Mr. Frank Orton was born on 13 September 1942, in Malmo, Sweden.

He was educated in Sweden and the United States in the legal sphere, and has been at the forefront of the human rights movement in Sweden and Europe. He has held various positions within the Swedish judiciary and subsequently became the Director of the Swedish Broadcasting Commission (1989 &#8211; 1991) and Ombudsman against Ethnic Discrimination (1992 &#8211; 1998).

Mr. Orton has also held the following posts where he has engaged closely with a variety of National Human Rights Institutions: President of the Council of Europe Commission against Racism and Intolerance (ECRI 1994 &#8211; 1998); Member of the International Co-ordinating Committee of National Human Rights Institutions (1993 &#8211; 1998); Vice-president of the Swedish Section of the International Commission of Jurists (ICJ 1987 &#8211; 1992); and others.

As an independent human rights expert, Mr Orton has undertaken foreign assistance projects in Namibia, Nicaragua, Paraguay, South Africa and the West Bank and Gaza. Similarly ha has been a participant at a number of international human rights conferences (Addis Abeba, Buenos Aires, Caracas, Istanbul, Manila, Sydney, Tbilisi, Teheran, Tulsa, Tunis, and various European cities). He has also been a trial observer in Kosovo and on the West Bank.
