New European Ombudsman Institute (EOI) Board

On 8.2.2000 the EOI held a working conference in St. Vincent in the autonomous region of Aosta (Italy) on the subject of &#8220;The Ombudsman and persons subject to particular authority relations ­ soldiers / convicts / persons in need of care&#8221; (Dr. Walzel&#8217;s report is available in German, English, French, Italian, Russian and Spanish) and elected a new Board for the next two years at the General Assembly Meeting which was held at the same time.
The new President of the EOI became the ombudsman of Catalonia/Spain, Mr. Anton Canellas who was previously a member of the Board of the EOI. The new Board is composed as follows:

Albania Appoints First Ombudsman

Prominent law professor Mr. Ermir Dobjani has been elected as the first ombudsman in Albania. Mr. Dobjani beat 15 candidates to become "People's Advocate" in a parliamentary vote late on Wednesday, February 16, 2000. The post was created under Albania's first democratic constitution, approved in a 1998 referendum. At the end of March the Albanian Parliament elected also three commissioners (deputies of the Ombudsman). 
 

Dr. Henrique Nascimento Rodrigues new Ombudsman of Portugal

The Portugal Parliament has elected at the end of May Dr. Henrique Nascimento Rodrigues for the new Ombudsman of Portugal. He assumes his office in June 2000. To his predecessor Mr. Jose Meneres Pimentel terminated his second term on March 18, 2000. 
 

1st Council of Europe Round Table with National Human Rights Institutions

From March 16 to 17, 2000 took in Strasbourg place the 1st Council of Europe Round Table with National Human Rights Institutions/3rd European Meeting of National Institutions. The main topics were protection and promotion of economic and social rights, fight against racism and related discrimination and co-operation between National Human Rights Institutions and between them and the Council of Europe.
Conference on Ethics in Public Administration in Bratislava

From March 28 to 29, 2000 in Bratislava (Slovakia) has been held the Conference on Ethics in Public Administration, which was supported by Phare/EU, UNDP and Transparency International and organised in co-operation with the Slovak government. The purpose of the conference was to contribute to the on-going reform of the public administration in Slovakia and to review the feasibility of establishment of the Ombudsman institution on the central and local level.
 

Conference on the role of National Human Rights Institutions in Montenegro

From April 13 to 14, 2000 in Podgorica (Montenegro) took place the Conference on the role of National Human Rights Institutions which has been organised by the OSCE/ODIHR and Ministry of Justice of Montenegro. The intention of the conference was to familiarise the authorities with the idea and the functioning of an Ombudsman and the duty of public authorities to protect human rights in general. Beyond human rights protection in the strict sense, the issue of the proper, effective and transparent functioning of the administration has been stressed. Montenegro is presently in a phase of transition with the aim to approximate its legal system to European standards. The OSCE/ODIHR is monitoring and assisting in the process of transition. 
 

Conference on the Role and Institution of Ombudsman in Prague

The Parliament of the Czech Republic and the Czech Foreign Ministry have organised in co-operation with the Central European Initiative (CEI) and Council of Europe a Conference on the Role and Institution of Ombudsman which has been held from April 27 to 28, 2000 in Prague. The aim of the Conference was to exchange views on the role of an Ombudsman among the countries that have already established this institution and those that have not done so (yet). The task of the conference was also to encourage the countries of the CEI to prepare the ground for establishing national human rights protection institutions. 
 

Panel presentation Setting Standards for Ombudsmen in the United States

We have already informed you in the previous issue of the Newsletter that the Ombudsman Committee of the American Bar Association's Administrative Law & Regulatory Practices and the Dispute Resolution Sections will be sponsoring a panel presentation on its work, Setting Standards for Ombudsmen in the United States.
The presentation has been rescheduled to Tuesday, July 18, 2000 from 9:30 to 11:30 at King's College in London.

The current draft recommendation on Ombudsman of an ABA Ombudsman Committee (a joint committee of the Administrative Law and Regulatory Practice section and the Dispute Resolution section), is on the following ABA webpage:
