Justice Nils-Olof Berggren was elected Parliamentary Ombudsman in October 1999. He took office on December 1, 1999, succeeding former Parliamentary Ombudsman Rune Lavin who resigned his office on March 1, 1999 after having been appointed Justice of the Supreme Administrative Court.

When he was elected Parliamentary Ombudsman, Nils-Olof Bergren was President of a Division at the Court of Appeal for Western Sweden (in Gothenburg). Before appointed justice, he was Head of Division at the Office of the Chancellor of Justice (Justitiekanslern).
 

Bilateral international contacts

  • The Chief Parliamentary Ombudsman Claes Eklundh, the Parliamentary Ombudsmen Jan Pennlöv and Kerstin André and the Head of Staff Kjell Swanström visited the People´s Republic of China and Mongolia in November 1999.

  • The Swedish delegation to China was a mixed one, including the Chairman, Vice Chairman and Head of Staff of Parliament´s Committee on the Constitution as well. The visit was hosted by the Minister of Supervision of the PRC, Mr. He Yong. During stays in Beijing, Shanghai and Hangzhou the delegation had meetings with representatives of the Ministry of Supervision on central, regional and local level. The delegation was also welcomed by Mr. Cao Zhi, Vice Chairman of the Standing Committee of the National People´s Congress and had a meeting with the Dep. Director of the Legislative Affairs Commission of the NPC. Finally the Swedish delegation had a meeting with Mr. Tang Houzhi and Mr. Wang Shengchang of the Arbitration Commission of China´s Association for International Economic & Trade Promotion.

  • During the stay in Ulaanbaatar, Mongolia the Parliamentary Ombudsmen had meetings for information and discussions with a number of representatives of the State Great Hural (Parliament) and the Government. A main event was a seminar on systems for parliamentary control, supervision and human rights protection. A topic of immediate interest, discussed at the seminar and during the meetings, was current plans to create in Mongolia an Ombudsman Institution and/or a Human Rights Commission.
