International contacts (October - December, 1999)

Visitors received

  • 21 October, a senior Albanian delegation: Deputy Minister of Justice, Director of Prison Administration and Senior Prison Service Administrator.

  • 1-5 November, a delegation of the Human Rights Centre in Moldova.

  • 3 November, Mr Gingiz Asgerov from Section of Human Rights Protection in Executive Office of President of Azerbaijan.

  • 9 November, representative of Citizens' Watch, non-governmental human rights organisation from Russia.

  • 30 November, Prof. Ole Espersen, Commissioner of the Council of the Baltic See States on Democratic Institutions and Human Rights, including the Rights of Persons belonging to Minorities. The talks focused on the efforts of Ombudsman to expand co-operation among human rights protection' institutions from Baltic Sea States.

  • 30 November - 8 December, expert from the International Division of the Office of the Commissioner for Human Rights in the Russian Federation - within the framework of the internship organised by OSCE/ODIHR.

  • 15-17 November, Fifth UNDP International Workshop on Ombudsman and Human Rights Institutions in Almaty, Kazakhstan.

  • 30 November, visit to Lithuania, on the invitation of the Seimas Ombudsman's Office of the Republic of Lithuania; A two-day visit focused on bilateral co-operation and exchange of experiences. The "Protocol of Intentions on Co-operation of the Ombudsman Institutions of the Republic of Lithuania" was signed on December 2, 1999 by Prof. A. Zieliński, Ombudsman of Poland and Mrs. Leonarda Kuodiene, Head of the Seimas Ombudsman's Office of the Republic of Lithuania. Polish delegation was received by President of the Republic of Lithuania and Chairman of the Lithuanian Seimas.

  • 18-22 October, Workshop on "Access to the territory and to the standard asylum procedure. Asylum procedure. Accelerated procedure and the concept of safe host country and safe country of origin. Co-operation of EU Member States' administration (Dublin Convention)" -under PHARE Horizontal Programmes on Justice and Home Affairs; Budapest.

  • 19 November, 10th Anniversary of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) - "The Prevention of Torture at the Dawn of a New Millennium", Strasbourg.

  • 6-15 December, the work of the Ombudsman's Office representative with the Parliamentary Advocates and the Complaints' Section as international consultant on complaints investigation; a training organised by the UNDP mission in Chisinau, Moldova.

  • 10 December, International Conference of the Vyšehrad Group Member States /V4/ on Human Rights in Bratislava /Slovakia/ - with participation of dr. Jerzy Świątkiewicz, Deputy Ombudsman of Poland.

  • 13-14 December, Regional Meeting on Independent National Human Rights Protection Institutions (including Ombudsman institutions) in Budapest.

  • 14-19 December, a training of regional representatives in Tashkent (Uzbekistan) on particular issues: international human rights standards and their applicability to domestic law, legal basis for ombudsman's work (receiving/processing claims, working with law enforcement/judicial officials, interacting with media). The implementation of the OSCE/ODIHR project on the assistance to the Ombudsman Office in Uzbekistan for the opening of regional offices.

In December 1999 the Commissioner formulated:

  • issue-related applications: 23
  • applications to the Constitutional Tribunal requesting that specific regulations be declared in violation of Constitution: 2
  • legal inquiries to the Supreme Court: 1
  • complaints to the Supreme Court of Administration 1

In the CCRP's Office 226 petitioners were received by the employees of the Office, 522 phone conversations were held , providing citizens explanations and advice.
