The Latvian National Human Rights Office (LNHRO) prepared Analysis of the legal situation for lesbians and gay men in Latvia. This report continues earlier practice of the LNHRO to provide the Saeima, the Government and the Latvian public report on different human rights issues in Latvia and attempts of the Office to resolve these.

In the first part of the report there is a brief historical review of the homosexuality and the law from ancient times until the present days. In the second part a present legal situation in Latvia is presented. In the third part there are proposals for the elimination of legal discrimination against lesbians and gay men.

The author of the research is Juris Ludvigs Lavrikovs (LL.B, LLM.). Consultations on certain topics of the research have been conducted with European Human Rights Court Judge, Egils Levits; Chairman of Latvian Council of Sworn Advocates and co-author of the new Latvian Criminal Law, Dr. jur. Aivars Niedre; representative of the State Refugee Center Baiba Kozule; lawyers of the Latvian National Human Rights Office and the Center of Legal Information, Professor of European Law at Exeter University Lammy Betten and Lecturer of Human Rights at Exeter University and Consultant on human rights issues at Council of Europe Michael Addo.
