Annual Report 1998-1999

The 26th Annual Report of the Ombudsman was presented to the Knesset (The Israeli Parliament) in October 1999. The report covers the years 1998-1999.
During the two reported years the Ombudsman received more than 11000 complaints. 36.6% of the complaints fully investigated were found to be justified. This percentage is still very high, indicating that the administration has to improve its performance.

Justice Eliezer Goldberg points out inter alia in his introduction to the report that his two capacities as State Comptroller and as Ombudsman &#8220;enable him to monitor public administration from a comprehensive and broad perspective. These two aspects have a common denominator: a governmental authority that lacks institutional efficiency will not be able to properly provide the services it is obligated to provide to the citizen, and vice-versa&#8221;.
 

International contacts

In September 1999, Mr. Inaal, a senior inspector in the Turkish Prime Minister&#8217;s Office visited the Ombudsman&#8217;s Office to learn about the Ombudsman Institution in Israel, in view of the possibility of establishing an Ombudsman in Turkey.
In November 1999, Mrs. Sandra Piszk, Defensora de los Habitantes in Costa Rica (Ombudsperson), visited Justice Eliezer Goldberg, State Comptroller and Ombudsman, to discuss matters of mutual interest.

In November 1999, Mr. Gerd Poppe, Commissioner for Human Rights and Humanitarian Aid in Germany, visited the Ombudsman&#8217;s Office and met with the Director of the Office, Mr. A. Ravid.
