Various reports have been pointing for years that Slovenian prisons are overcrowded, but the situation has only gotten worse. Prisoner numbers keep growing, while the facilities stay the same. The most cramped conditions are currently in Ljubljana.
Overcrowding makes the conditions hard both for prisoners and wardens and Human Rights Ombudsman dr. Zdenka Cebasek - Travnik has recently noted that "there has been no progress for years" in this respect.
The number of inmates in Slovenian punitive facilities rose from 1,364 to 1,439 in the first half of this year, increasing the occupancy rate to 129.22%, Aldo Carli of the Prison Administration has told STA.
The most overcrowded are high-security facilities for male inmates. Currently the situation is the worst in the Ljubljana prison, where overcrowding has risen by 4.4% to 200.4%.
Nor has the situation improved much in Slovenia's biggest prison in Dob, in eastern Slovenia, where 447 inmates were imprisoned on 1 July, which is nearly twice as many as the facility was built for.
