The international conference "The Relationship between Ombudsmen and Judicial Bodies"

In 2001 the Human Rights Ombudsman organised the international conference 'The Relationship between Ombudsmen and Judicial Bodies' which took place in Ljubljana on 12 and 13 November. The meeting was the Slovene ombudsman's contribution to the Stability Pact for South Eastern Europe.

Representatives of ombudsmen and judicial bodies from countries in transition and other countries presented their experience and practice in influencing the work of judicial bodies and contribute to the change of legislation. They also spoke about their relation to constitutional courts.

Participants considered that for transition countries, including those with an unstable legal system, those in which the judiciary has only a short tradition and those where ongoing reforms of state authorities are ongoing, developing a national policy of protection and promotion of human rights through legal and other mechanisms is of particular importance.

Policy of protection and promotion of HR should be regulated in accordance with Recommendations R (85) 13 and R (97) 11 of the Committee of Ministers of the Council of Europe on the Ombudsman institution and on the establishment of independent institutions for the protection and promotion of human rights and Recommendation R (94) 12 on independence, efficiency and effectiveness and the role of judges and the case law of the European Court of Human Rights.
