The Ombudsman's participation in the third cycle of the Universal Periodic Review

Through its Centre for Human Rights, the Ombudsman actively participated in the Universal Periodic Review (UPR) of Slovenia (the third cycle) within the UN Human Rights Council.

In March 2019 the Ombudsman contributed its Stakeholder's submission for a summary of information submitted by civil society actors, national human rights institutions and regional organizations. The summary of Stakeholders' information, prepared by the OHCHR, serves (together with a state report and a compilation of United Nations information on the State under review) as a basis for the UPR review.

In October 2019 the representative of the Ombudsman’s Centre for Human Rights attended a UPR Pre-session (an event organized by UPR Info in Geneva) where she addressed the representatives of other countries and presented the recommendations proposed by the Ombudsman. For that purpose, the Centre for Human Rights prepared an information document highlighting selected issues of concern and recommendations regarding the following areas:

  • ratifications of international human rights treaties
  • delays in submitting periodic reports to human rights treaty bodies
  • national human rights institution per the paris principles
  • implementation of the right to drinking water
  • lack of disaggregated data
  • disregard for the decisions of the constitutional court
  • deprivation of voting rights
  • work of the inspection services
  • conditions in prisons
  • persons with restricted movement in social care institutions
  • detention of migrant children
  • access to asylum and forcible returns
  • accessibility of health services
  • access to care for the elderly and those with physical or mental disabilities who are in need of assistance
  • physical access to courthouses for people with disabilities
  • access to water and sanitation in roma settlements
  • heavily polluted areas

Information paper

The representative of the Ombudsman’s Centre for Human Rights regularly attends the sessions of the Inter-Ministerial Commission on Human Rights, which is tasked to monitor the implementation of the recommendations received through the UPR. The Ombudsman addressed the Commission in December 2019 in a special session dedicated to the UPR.
